We would like to extend a very warm welcome to you as a new resident of Rose Hill, a secured, private community maintained by The Rose Hill Property Owners' Association Inc. Whether you are a new resident or a new property owner in Rose Hill, we hope you will find the following information useful and will help make your adjustment to your new home as trouble-free as possible.
Our community is governed by written documents known as the First Amended and Restated Declaration of Covenants, Conditions and Restrictions (CC&R's) and the By-Laws, which set forth your rights and obligations as a property owner. Any property owner who needs a copy of these documents should contact the Property Owners' Association or download them from the Rose Hill website www.rosehillpoa.com . The covenants are designed to protect the property values and aesthetics of the neighborhood. Our homes are increasingly valuable and the covenants are actively enforced to maintain that value for all property owners. Some common violations are parking trailers/RVs/boats, trash cans, overgrown lots, and improvements to property without notification(ARB review).
New property owners are required to register with the Association and acquire the necessary decals for all vehicles. When you come in for your decal, please be prepared with a copy of your settlement statement, driver's license, registration and insurance for each vehicle. The vehicle registration form can also be downloaded off the Rose Hill website if you wish to expedite the process. This registration provides the Board with the necessary contact information so that we can disseminate the following information to you annually:
· A property owner's directory
· Contact information for the Board of Directors and the Architectural Review Board (ARB)
· Notification of upcoming Board Meetings
· Detailed financial information
The Rose Hill Property Owners' Association has a seven-member Board of Directors consisting of residents who volunteer to meet once a month to manage the everyday business of the Association. Any property owner is welcome to attend a Board meeting at any time. Board meetings are posted on the entrance bulletin boards, the channel 9 Rose Hill television station, the Rose Hill POA website and the newsletter. In March of each year is the Annual Association Meeting. An invitation, meeting agenda, secret ballot, and proxy will be mailed or emailed to all Rose Hill residents' weeks ahead of time so that everyone can add it to their busy schedule. During the meeting we review finances, discuss action items, and elect new officers (if applicable), etc. This is an excellent opportunity to meet your neighbors and express your opinions and/or concerns. Your new neighbors, board members, and ARB members invite and encourage you to attend.
Rose Hill Plantation's annual dues are $1700 per year for improved property, billed in quarterly installments of $425 and $1136 per year for unimproved property, billed in quarterly installments of $284. The landowner assessments pay for security, street lighting; irrigation, grounds maintenance, replacement landscaping, and liability insurance for the common areas; accounting and property management fees, and infrastructure maintenance.
